In 1924 the 9th Earl De La Warr became the first hereditary peer to join the Labour Party. As Mayor of Bexhill-on-Sea from 1932 – 1934 he paved the way for an international competition to design a new Pavilion as an expression of a specifically social and moral agenda – a people’s palace – with a brief that lent itself to the new Modernist style.
